In Progress: Courtney Ave. Sewer Improvements Project
Project Overview
In February, sewer improvement construction will begin along Courtney Ave. between River Rd. and McLoughlin Blvd. Work is expected to be completed in the spring of 2026.
Purpose
Oak Lodge Water Services is replacing aging sewer mains along Courtney Ave. in Oak Grove. As part of the project, lateral connections from the main line within the public right-of-way to individual property boundaries will also be replaced.
Clackamas County is planning road improvements on Courtney Ave. in the near future, which may affect access to our underground infrastructure. To avoid disruptions, we are completing this work ahead of the County’s project.
The result: Replacing and rehabilitating aging infrastructure minimizes recurring maintenance issues and reduces long-term repair costs.

Potential Project Impacts
Work hours: Monday-Thursday, approximately 7 A.M. - 5 P.M.
Sections of Courtney Ave will be closed while pipe replacement work is underway. Detour signage will be on-site directing traffic around the work area (crews will work with residents to maintain local access). If you are driving, biking, or walking in the area, please be alert and watch for construction crews, construction signs, and flaggers.
During construction, heavy equipment and materials will be in the work area, which will be marked with cones and/or caution tape. There may also be some noise and dust during construction hours.
On-site crews will communicate directly with homeowners about any direct impacts.

The pipe replacements occur in segments, with crews moving west to east on Courtney Ave. before moving to side streets. Each line of the schedule describes the general area of the pipe segment to be replaced. Please refer to the map or contact the project manager for more details.

Private Improvements in Public Right-of-Way
In some locations, crews must work outside the public right-of-way in areas called easements or within undeveloped public right-of-way. Work crews will coordinate with homeowners with easements in or near their property.
